Defense Contract Manufacturing and Sub-Tier Supply

PHLX Tactical provides defense contract manufacturing for primes, subcontractors and DLA buyers: send a drawing or technical data package and get one quote for build-to-print defense and firearm components. PHLX is a SAM.gov-registered small business in Orange City, Iowa (CAGE 199E9, UEI VQMULC9KZFQ4). We respond to RFQs right away and typically return quotes within days, not weeks. AS9100, ISO 9001 and ITAR are held by our manufacturing partner Douglas Machine & Engineering (CAGE 87BF4), not by PHLX Tactical.

Who does PHLX supply?

  • Defense primes sourcing print-defined parts from small-business sub-tier suppliers
  • Subcontractors that need extra capacity or a second source for machined parts
  • DLA and other government buyers issuing RFQs for print-defined and NSN-referenced parts
  • Firearm OEMs with defense or law-enforcement programs

What parts and processes does PHLX quote?

Print-defined machined components from prototype through production, including firearm components such as AR-15 handguards, upper and lower receivers, bolt carrier groups and pistol slides. See CNC machining and build-to-print manufacturing.

How can a prime add PHLX as a supplier?

  1. Review our capability statement (CAGE 199E9, UEI VQMULC9KZFQ4, NAICS 332994, 332710, 332721, 332510).
  2. Invite PHLX to your supplier portal or send an RFQ package to sales@phlxtactical.com.
  3. State quality flow-downs (AS9100, ISO 9001, ITAR, certificates of conformance) so the work is routed to the right partner capacity.

How do I get a defense quote faster?

The fastest quotes come from complete packages. Send the current drawing revision, the full list of referenced specifications, the quality clauses that flow down from the prime contract, the quantity break points you want priced and the delivery date you need. If a solicitation has a due date, include it in the subject line of the email so the RFQ is prioritized. Missing information is the most common reason a quote takes longer than it should, because questions have to go back to the buyer before pricing can start.

Why use a small business for defense subcontracts?

Primes with small-business subcontracting plans need capable small suppliers for print-defined work. A small business can also respond faster on low-volume, high-mix parts. We respond to RFQs right away and typically return quotes within days, not weeks.

How does PHLX handle AS9100, ISO 9001 and ITAR?

PHLX does not hold AS9100, ISO 9001 or ITAR registration itself. When a job requires them, the work is routed to our partner Douglas Machine & Engineering (CAGE 87BF4). Read the ITAR & AS9100 partner path.

What should a defense RFQ include?

  • Drawing or TDP with revision
  • Quantity and required delivery date
  • Quality clauses and flow-downs
  • NSN, part number or solicitation number, if any
  • Packaging and marking requirements

Minimums and production lead times are quote-based and stated on each quote. Checklist: RFQ & TDP checklist.
