ITAR & AS9100 Manufacturing: Partner Path

PHLX Tactical does not hold AS9100, ISO 9001 or ITAR registration itself. When a job requires them, PHLX routes the manufacturing to its partner Douglas Machine & Engineering (CAGE 87BF4), which holds them. Buyers still send the RFQ to PHLX (CAGE 199E9, UEI VQMULC9KZFQ4) at sales@phlxtactical.com. We respond to RFQs right away and typically return quotes within days, not weeks.

Why does PHLX use a partner path for ITAR and AS9100?

Many firearm and defense RFQs require a certified quality system or ITAR registration. Rather than claim certificates it does not hold, PHLX keeps one quote path for the buyer and routes certified or controlled work to a partner that holds the right systems.

How does the partner path work?

  1. You send the RFQ to PHLX with drawings or a TDP and your quality and ITAR requirements.
  2. PHLX reviews the requirements. If AS9100, ISO 9001 or ITAR is required, the work is planned with partner capacity.
  3. You get one quote from PHLX. We respond to RFQs right away and typically return quotes within days, not weeks.
  4. PHLX stays your point of contact through production and delivery.

What is the difference between ITAR registered and ITAR compliant?

ITAR registered means a company has registered with the U.S. State Department's Directorate of Defense Trade Controls (DDTC), which is required to manufacture defense articles on the U.S. Munitions List. ITAR compliant describes how a company actually controls defense articles and technical data day to day: who can see drawings, how data is stored and how exports are handled. Buyers should ask about both.

Which jobs usually need AS9100 or ITAR?

AS9100 is commonly flowed down on aerospace and defense contracts where the buyer requires a certified aerospace quality management system. ITAR registration matters when the part or its technical data is a defense article on the U.S. Munitions List, which includes many firearm and military components. The solicitation or purchase order tells you which apply; when in doubt, list the clauses in your RFQ and PHLX will plan the work accordingly.

What should I ask an AS9100 or ITAR machine shop?

  • Who holds the certificate or registration: the company quoting, or a partner?
  • Is the certificate current, and does its scope cover your part and process?
  • How is controlled technical data stored and shared?
  • Which flow-downs from your contract will apply to the shop?

What should I put in my RFQ?

  • ITAR marking on drawings and any export-control statements
  • Required quality system (AS9100, ISO 9001) and certificate-of-conformance needs
  • Drawing or TDP, revision, quantity and delivery date
