DLA contested logistics is no longer a briefing-room phrase. On September 9, 2026, outgoing Defense Logistics Agency director Lt. Gen. Mark Simerly told reporters at DLA’s Industry Collider Day that the agency has had to accelerate change because the logistics assumptions from Iraq and Afghanistan no longer hold.
In those earlier fights, DLA could often deliver food, fuel, and parts to forward locations with relatively little resistance. Contested environments — including lessons drawn from Ukraine and current operations — put lines of communication, stockpiles, and traditional access at risk. Simerly framed the response around agility: alternate supply chains, more precise posture, and contracts and market relationships built in advance of need.
Why this matters for small OEM shops
When DLA talks about access to markets and contracted partners, it is talking about the industrial base — including small manufacturers that can deliver Class IX spare and repair parts with quality and schedule discipline. That is the same lane where CAGE-coded shops, AS9100 build-to-print suppliers, and firearm OEM partners already work every day.
